Notice on Requiring China-bound Passengers to Obtain COVID-19 Negative Certificates before Boarding

According to the announcement of the Civil Aviation Administration, the General Administration of Customs and the Ministry of Foreign Affairs of China on July 20 and the latest guidelines, starting from 00:00, 14 September 2020, all passengers who are to fly from Myanmar to China will be required to provide a Covid-19 nucleic acid test certificate with negative result issued within 3 days before boarding. The details are as follows: 

1. All passengers bound for China from Myanmar shall be required to take nucleic acid tests for COVID-19 conducted by the designated institution--National Health Laboratory, Yangon ( Attachment 1) and get Nucleic Acid Test Certificate with negative result within 72 hours prior to boarding. For instance, if a passenger is to board on October 10, the issuance date of the certificate should be between October 7 and October 10.

2. Foreign passengers who bring the passport, travel itinerary, and Recommendation Letter, could apply for the nucleic acid test to the National Health Laboratory, Yangon. Charge of Test:200,000 Kyats per time. You could contact the relevant airline for itinerary and get the Recommendation Letter when applying for the visa to the Chinese Embassy in Yangon or Conculate-General in Mandalay.

3.After getting the Nucleic Acid Test Certificate with negative result, foreign passengers shall, within 12 hours, fill in and sign the Health Declaration Form (Attachment 2), and send scanned copys of the signed Form, the Nucleic Acid Test Certificate and the front-page of passport to the Chinese Embassy or Chinese Consulate General in Mandalay by email.

4.It usually takes 24 hours to process the health declaration. If the certificate submitted needs to be verified with the National Health laboraroty, the processing time will be extended accordingly.

After approval, the scanned copy of the health declaration will be emailed back to the passenger and needs to be printed out and carried throughout the journey. The health declaration is valid through the 3 days after the issuance date of the nucleic acid test certificate.

5. Foreign passengers shall present the print-out certified Health Declaration Form during check-in or before boarding. Passenger is also advised to bring the original Nucleic Acid Test Certificate with negative result to the airport in case of the need for further inspection.

Please be noted that passengers with expired Health Declaration Form will not be allowed to board and are required to conduct new Nucleic Acid Test as well as applying for new Health Declaration Form.

6. Passengers who provide false certificates or information shall bear corresponding legal liabilities.

7. Foreign passengers who transit to China via other countries will also be required to show Health Declaration Form during transit. Please make sure that the Health Declaration Form will be still valid when boarding the connecting flights. 8. Please be noted that a certified Health Declaration Form is not an alternative to a Chinese visa.
